The question usually arrives on WhatsApp, in a mix of Arabic and English: “I have thousands of customer numbers saved on my phone. Can I send them all the Eid offer tomorrow?”
The honest answer is no. Not tomorrow, and not to all of them. But in about 30 days you can have something far more useful: an official WhatsApp setup that sends approved Arabic offers to people who asked for them, answers ad clicks at midnight, and does not get your number blocked in the first week.
This is the plan we follow for WhatsApp marketing in Saudi Arabia when a business starts properly on the official WhatsApp Business Platform (Meta's Cloud API). It fits a perfume shop in Jeddah, a clinic in Dammam or a home services company in Riyadh. Each week has one job. Skip a week and the next one usually breaks.
Nothing in week one sends a marketing message. That feels slow, and it is the week that decides whether everything after it works.
Use a Saudi number your customers already know, ideally the one on your shop sign, your Snapchat and Instagram profiles and your Google listing. If it is already on the WhatsApp Business App, you do not have to give the app up: with WhatsApp Coexistence the phone keeps working and broadcasts, AI replies and a shared inbox run on the same number.
One warning: a number with a messy past carries it with you. We have seen a client's number restricted after only a handful of messages because of its history and what was being sold, not the volume. If your number was ever used with a bulk sending tool, say so before anyone connects it.
In Meta Business Manager, open Settings and the business verification section, and enter your Commercial Registration details exactly as they appear on the document. The usual reason verification gets sent back is a mismatch, for example an English trading name on the website while the CR shows only the Arabic legal name. Fix the website footer before you submit, not after. The display name gets reviewed too: use the name on your shop sign, not a slogan like “Best Offers KSA”.
Saudi customers look at the profile before they reply. Add the district, opening hours that include the evening shift and any afternoon break, and write the description in Arabic first with English underneath. Then build the catalog from your best sellers, each with an Arabic name, the price in SAR and one clear photo. Mention payment options in the descriptions: mada, Apple Pay, or cash on delivery if you offer it. Plenty of buyers ask “الدفع عند الاستلام؟” before anything else, and answering it in the catalog saves a full round of messages.
Opt-in means the customer agreed to receive messages from your business on WhatsApp. Meta expects it before you message someone first, and it is also what keeps your block rate low. Put three or four sources in place this week:
Your old phone contacts are not an opt-in list. Someone who bought an oud set two years ago never agreed to WhatsApp marketing.
Before connecting anything, read Meta's WhatsApp Commerce Policy against your full product list. Some goods and services are not allowed on WhatsApp at all, however few messages you send. We had a client whose account was disabled within a day of connecting, purely because they sold paid gaming services and social media followers. A new number added to the same account was blocked too. No setting could have prevented it.
Saudi Arabia also has its own rules on advertising, consumer protection and personal data. We are not lawyers and the details change, so confirm anything unusual with a local adviser.
A template is a pre-approved message you need for any conversation you start, or for any message sent more than 24 hours after the customer last wrote to you. Inside that 24-hour window, normal replies are free and need no template. Outside it, Meta charges for each template message, at prices it sets per country and category and changes over time, so check the current Saudi rate.
Utility templates relate to something the customer already did: an order confirmation, a delivery update, an appointment reminder. Marketing is everything promotional: offers, new arrivals, a Ramadan collection. It is tempting to slip an offer into a cheaper utility template. Do not. Meta reviews the content and can reclassify or reject it.
Most rejections we see on Arabic templates come from a short list:
Also watch mixed text: an English brand name, a link and a price inside one Arabic line can display in a confusing order because Arabic runs right to left. Read every template on a real phone before submitting.
Have a native speaker write the Arabic from scratch in clear, friendly language, neither heavy formal Arabic nor slang that only works in one city. Write the English version for expat customers as its own text. A simple utility template looks like this:
مرحباً {{1}}، طلبك رقم {{2}} جاهز للاستلام من فرعنا. نستقبلك حتى الساعة 11 مساءً.
Aim to submit five or six templates this week: an order update, a delivery or appointment reminder, a welcome message for ad leads, and two or three marketing templates for your first offer. Approval is often quick but sometimes takes longer, so never leave it to the night before a sale.
In Meta Ads Manager you can run ads on Instagram and Facebook that open WhatsApp instead of a website. When someone taps, the chat opens with a message already typed. Make it specific and Arabic, like “أبغى أعرف سعر طقم العود”, not “Hello”, so you know which ad worked.
Target only the areas you deliver to, because a Jeddah bakery has no use for clicks from Tabuk, and run Arabic and English ads as separate ad sets. Since the customer started the chat, your replies are not cold messages, which makes the first or second reply a clean moment to ask for opt-in.
Ads bring messages when Saudi customers shop: late evenings, after Isha, and deep into the night in Ramadan. If replies wait for the morning shift, many of those people have already bought elsewhere. Train an AI chatbot on your catalog, prices, delivery areas, payment options and return policy, and let it answer in the customer's language, switching when they switch.
Set hand-off rules before launch: complaints, custom orders, refunds and anyone asking for a person go to a human with the full chat attached. When we set this up for clients, the AI also tags each chat (new lead, price question, ready to order) so staff open the warm ones first. Test it with real voice notes too. With Urdu, speech-to-text once wrote our customers' words in Hindi script and the AI answered in Hindi until we forced the language; Gulf Arabic deserves the same check.
By now you have opted-in contacts from the website, the counter and the ads. Do not send to all of them at once. Meta starts new numbers on a limit for conversations you begin and raises it as your quality rating holds up, and blocks and reports pull that rating down.
Split contacts by what you already know: Arabic or English, city, what they asked about, past buyers versus people who only enquired. An oud offer sent in Arabic to Riyadh customers who asked about oud will get replies. The same message sent to everyone gets blocks.
Timing in Saudi Arabia follows prayer and the evening, not a 9 to 5 day. Some practical starting points:
Treat these as a first guess. Your own reply data after two or three sends beats any general rule.
Check delivered, replied, opted out, and whether your quality rating moved in WhatsApp Manager. Every marketing template should carry a quick reply button such as “إيقاف العروض” (stop offers) that removes the person from marketing lists automatically. A rising opt-out count means the message, audience or timing is off: fix it before the next send. If you would rather have someone run the 30 days with you, our WhatsApp automation setup covers verification, Arabic and English templates, AI replies and opt-out handling in one dashboard, and our Saudi Arabia page explains how we work with businesses there. When you are ready, send us your current setup and we will tell you honestly which week you are really in.

Yes, businesses in Saudi Arabia use WhatsApp marketing on the official WhatsApp Business Platform every day. The basics are opt-in from the customer, approved templates for messages you start, and an easy way to stop receiving offers. Saudi rules on advertising and personal data also apply, so check anything unusual with a local adviser.
There are two parts: Meta's per-message charge for templates, and the cost of the platform or agency you use. Meta sets template prices per country and per category (marketing, utility and others) and changes them over time, so check the current Saudi rate. Replies to customers within 24 hours of their last message are free.
Only if they gave you opt-in, for example through a checkbox on your website or a QR code in store, and only with an approved template. Saved phone contacts from old sales are not opt-in. Sending to people who did not agree is the fastest way to collect blocks and lower your quality rating.
Yes. With WhatsApp Coexistence the number stays on the Business App on your phone and also connects to the official platform for broadcasts, AI replies and a shared inbox. AMEVIX DIGITAL sets this up so your staff can keep using the phone as before.
The common causes are submitting Arabic text under the English language setting, a variable at the very start or end of the message, too many variables with too little text, and vague sample values. Machine-translated Arabic also gets rejected more often. Have a native speaker write it and read it on a real phone first.
No. The verified badge is not required to send templates, run Click-to-WhatsApp ads or use AI replies. What you do need is business verification in Meta Business Manager and an approved display name.
For most retail and food businesses, evenings after Maghrib and Isha get more replies than mornings. Avoid prayer times and Friday midday, and in Ramadan shift sends to after iftar. Test two or three time slots and let your own reply numbers decide.
Yes. A well-trained AI chatbot answers in the language the customer writes in and switches if they switch. The AI agents AMEVIX DIGITAL builds also hand the chat to a human for complaints, refunds or when the customer asks for a person.
Connecting a number can be done in a day, but business verification and template approval can take longer, depending on Meta's review. A realistic plan is about four weeks from setup to your first proper broadcast. Rushing it is how numbers get restricted.
Nobody can promise a number will never be restricted, because Meta makes that decision. Your risk drops a lot when you send only to opted-in contacts, start with small segments, follow the Commerce Policy and remove anyone who taps opt-out. Bulk tools and old contact lists are the usual cause of trouble.
