Almost every time we connect a new number, the owner asks the same thing within the first hour: "So now I can select all my old customers and send them the new offer from the dashboard, free?" The honest answer is no. The reason behind that answer explains most of the WhatsApp Business API price in Pakistan.
Some of it is free. Some of it is a fixed monthly fee in rupees. And one part is charged by Meta in US dollars, per message, mostly when you start the conversation. Provider quotes usually show one of these and leave you to discover the rest on your card statement.
So instead of a rate table, here is one example month, laid out the way the bill actually arrives. The business is a restaurant in Karachi. It answers customers on WhatsApp all day and sends one weekend deal every week to 250 people who agreed to receive offers. All Meta rates below are approximate: Meta sets and changes them, and the rupee amounts move with the dollar.
This is the only line most quotes show. It is what you pay the provider for the software and the people behind it: the inbox, the AI, broadcasts, contacts and support.
For our restaurant on the AMEVIX DIGITAL WhatsApp Coexistence plan, this line is PKR 12,000, our starting price. Coexistence means the number stays on the WhatsApp Business App on the manager's phone, and the official API (Meta Cloud API) runs alongside it. The manager still answers from the phone whenever they want. The AI covers everything else, including the 1 am "are you still delivering?" messages, plus the shared inbox for staff, template broadcasts, contacts with opt-in and CRM sync.
Other providers build this line differently, so ask three things before you compare two quotes:
A cheap monthly fee with a markup on every message can overtake a higher fixed fee as soon as you start sending offers. Compare the full month, not the headline number.
By volume this is the biggest line on the bill, and Meta charges nothing for it.
When a customer messages you, a 24-hour customer service window opens. Every reply inside that window is free, whether your staff typed it or the AI wrote it. Each new message from the customer restarts the clock. If the window is already open, utility templates such as an order confirmation are free as well.
Our restaurant gets dozens of these chats a day: menu questions, delivery areas, "is the deal valid on Sunday?". That is hundreds of replies a month, and Meta's charge for all of them is PKR 0. Chats the manager handles personally in the phone app stay free too, exactly as they were before the API.
There is one way to turn this free line into a paid one: be slow. If a customer writes at 10 pm and nobody answers until the next night, the window has closed, and reaching that person again needs a paid template. This is why we push night-time AI replies so hard. It is not about looking modern. It keeps the window open.
Back to that first-hour question. You open the dashboard, see your whole contact list, and assume you can message anyone on it. You can, but if that person has not written to you in the last 24 hours, the first message must be an approved template, and Meta charges for it once it is delivered. Replies to customers are free. Starting the conversation is not.
The restaurant's weekend deal is a marketing template, so the line looks like this:
Two details keep this line smaller than people fear. Meta charges only for templates that are delivered, so a number that is not on WhatsApp costs you nothing. And when someone answers the offer with "send me the menu", their reply opens a fresh 24-hour window, so the whole conversation that follows drops back to Line 2: free.
Honestly, this is the line to watch. It is the only one that grows every time someone in the office gets excited and adds more people to a broadcast.
Not every template is marketing. Meta sorts templates into three categories, and the price follows the category. For Pakistani numbers, at the time of writing:
Before you fix a budget, check the current rates on Meta's WhatsApp pricing page for developers, because these numbers do change.
Our restaurant pays nothing on this line. Customers order inside an open chat, so the confirmation goes out free. A business that takes orders on a website is a different story, which we will come to below.
One warning. Some owners try to save money by sending an offer as a "utility" template. Meta reviews categories, and an order update with a discount code stuck on the end is still marketing. Label each template honestly and keep promotions out of utility messages, or expect the template to be re-categorised or rejected.
When someone taps a Click-to-WhatsApp ad (an ad with a button that opens a WhatsApp chat with you), they start the conversation themselves. Messaging in those conversations is free for 72 hours.
That makes ads a cheaper way to reach new people than messaging cold numbers. You still pay Facebook for the ad, but that comes out of your ad budget, not your WhatsApp bill. Our restaurant ran no ads this month, so the line reads PKR 0.
Put the five lines together and the example month looks like this:
Those two numbers arrive as separate bills. Meta's charges go to your own Meta account (your WhatsApp Business Account inside Meta Business Manager), on a debit or credit card you add there, in US dollars. We prefer it this way: the account stays in your name, you can see every charge in Meta's own reports, and you are not locked to any provider.
The small print that catches people out:
There is also one optional line. If your customers send a lot of voice notes, the WhatsApp Voice Replies add-on lets the AI understand them and answer as a voice note: PKR 2,500/month for 400 voice replies. Plenty of businesses start without it and add it later.
Now take a different business: an online store in Islamabad that gets 100 new website orders a day and sends each buyer a WhatsApp message first. Over 30 days that is 3,000 messages the business starts. What that line costs depends on what the message is and who spoke first:
Same customers, same month, and a difference of tens of thousands of rupees. When someone asks us what the API will cost them, two questions decide most of the answer: who starts the chat, and what kind of message it is.
Every business's bill has the same five lines. Only the numbers change. Tell us roughly how many customer chats you get, how often you want to send offers, and whether you take orders on a website, and we will write out your month line by line: the platform fee, plus an estimate of Meta's charges at the current rate. You can see what each plan includes on the pricing page and how we work with businesses across Pakistan. When you are ready, send us your numbers or message us on WhatsApp at 0339 4285556 and we will reply with a written estimate.

There are two parts: the provider's platform fee and Meta's charges for template messages you send. AMEVIX DIGITAL plans start from PKR 12,000/month, and Meta charges only for delivered templates. A business that mostly replies to customers who message first can pay Meta little or nothing.
Both, depending on the message. Receiving customer messages is free, replies within 24 hours of the customer's last message are free, and chats started from Click-to-WhatsApp ads are free for 72 hours. You pay Meta when you start a conversation with a template, and you usually pay a provider for the software.
At the time of writing, marketing templates to Pakistani numbers cost around US$0.047 (roughly PKR 13), and utility or authentication templates around US$0.015 (roughly PKR 4). Meta sets these prices in US dollars and changes them, so check its current rate card before you budget.
No. Utility templates are for an existing order or account, like confirmations, delivery updates and receipts. Meta reviews categories, and a template with a promotion in it counts as marketing, so it can be re-categorised or rejected.
Not to everyone. A normal message is free only to people who wrote to you in the last 24 hours. For everyone else, the first message must be an approved template, which Meta charges for when it is delivered, and once the customer replies your answers are free again.
Meta bills WhatsApp messages in US dollars to the card you add in your own Meta Business account. A Pakistani debit or credit card works if it is enabled for international online payments. Ask your bank about any foreign transaction fee it adds.
Yes, with Coexistence. The number stays on the WhatsApp Business App and the official API runs alongside it, so chats you handle from the phone stay free. AMEVIX DIGITAL Coexistence plans start from PKR 12,000/month.
They build the fee differently. Some charge a low monthly fee and add their own markup on every Meta message, some charge per agent seat, and some bundle a message limit. Work out the full month, including Meta charges, for the messages you will actually send.
It looks cheaper, but bulk senders and WhatsApp Web extensions are not approved by WhatsApp and are a common reason for number bans. Losing your business number and its chats usually costs far more than official template charges.
Count the templates you plan to send each month, multiply by Meta's current rate for each category, and add the platform fee. For example, 1,000 marketing templates at roughly PKR 13 each is about PKR 13,000 in Meta charges. AMEVIX DIGITAL can write this out for your business on request.
